President – William R. Tolbert IV.
William received his Bachelor’s degree in Computer Systems Networking & Telecommunications from Florida State College of Jacksonville. His experience ranges from networking and telecommunication as an IT Associate for PAX Technology to Cloud Solutions Architecture for Amazon Web Services (AWS). Currently, he is matriculating through the University of Maryland Global Campus’ Master’s program for Cyber Operations with a specialization in Cloud Computing. He has earned 12 industry accredited technology certifications ranging from Google Analytics to AWS Machine Learning Engineer.
As President of The Rane-Hayes Foundation, William is tasked with guiding the mission, articulating the vision, and leading the team that delivers on the foundation’s promise to elevate the living standards of those in dire need, via STEM based education and infrastructural development.

Vice President – Nyesuadah Tolbert
Nyesuadah Tolbert serves on the board of The Rane-Hayes Foundation, helping to shape the vision and strategy behind one of West Africa’s emerging data infrastructure initiatives. Passionate about innovation and regional growth, Nyesuadah Tolbert contributes insight on organizational development, community engagement, and forward-looking partnerships that align technology with human progress.

Jim Webb – Director of Infrastructure
Jim Webb received his Bachelor’s degree in Computer Systems Networking & Telecommunications from Florida State College of Jacksonville. He has over 10 years of professional experience in the IT space. Operating for several years as a senior data center technician and then an IT Systems Supervisor with PAX, Inc.
In 2024, Jim founded St. Johns Tech, LLC, a managed service provider for the Northeast Florida region. Now he serves with The Rane-Hayes Foundation as the Director of Infrastructure. Lending his expertise to ensure that the technical road map for the foundation’s infrastructural development remains intact and as dynamic as the ever-evolving technological landscape.

Glenn Toby – Director of Curriculum Development
Glenn Toby has over 20 years of experience in enterprise technology and Cybersecurity spanning implementing secure, scalable network infrastructures, network support at Unisys, Cray, Getronics (Wang), infrastructure risk, cybersecurity frameworks, and strategic IT service delivery both in private and public sectors. —making him a valuable
asset to organizations focused on technology, security, and education.
His background supports mission-driven organizations in leveraging technology to expand access, improve outcomes, and ensure secure operations. Glenn holds a Bachelor of Science degree in Business Marketing Management and Global Business from Bethel University, holds several industry certifications and has served as a CompTIA SME for several years.
He serves as youth director and is a governing body member for Gartner CISO Community and has served several non-profit boards.
Glenn believes that secure, scalable technology is essential to advancing
education and nonprofit missions. His board service is grounded in a commitment to empowering organizations through resilient infrastructure, informed governance, and inclusive learning environments. He brings a strategic lens to technology adoption and a collaborative spirit to board dynamics.
